Upcoming Changes
We’re making changes to certain agreements (listed below) that govern your relationship with PayPal. These changes will take place automatically on the corresponding effective date(s) shown below.

Actions Needed
Please carefully review the notices below and familiarize yourself with the upcoming changes. By continuing to use our services after the changes take effect, you agree to be bound by those changes. Otherwise, no further action is needed from you to accept such changes. However, if you would prefer to decline them, then you will need to close your PayPal account prior to the applicable effective date, as described in the user agreement.

Amendments to the PayPal User Agreement and the PayPal Balance Terms and Conditions
Effective June 17, 2022, we are:

  • Increasing the percentage fee charged to users to transfer money from their PayPal Balance account or their PayPal personal account to their eligible linked bank account or debit card using the Instant Transfer option. We’re also increasing the Instant Transfer maximum fee that may be charged to such users. You can preview the Consumer Fees page and the PayPal Balance Long Form Disclosure that will be effective on June 17, 2022, following such changes.
  • Increasing the minimum fee charged to users to transfer money from their PayPal business account to their eligible linked bank account or debit card using the Instant Transfer option. We’re also eliminating the Instant Transfer maximum fee cap that previously applied to such users. Amendments to the PayPal Online Card Payment Services Agreement
Effective June 17, 2022, we are:

  • Removing provisions relating to the Risk Controls and Fraud Management Filters services as those services will no longer be available.

Amendments to the PayPal Generosity Network Terms and Conditions
Effective June 17, 2022, we are:

  • Removing references to business fundraisers in the Generosity Network terms to reflect that only users with personal accounts may create fundraisers on Generosity Network.

Amendments to the PayPal Key Terms and Conditions
Effective: June 17, 2022, we are:

  • Removing any PayPal Key references that are no longer applicable, including retiring the agreement, because we have discontinued the PayPal Key feature.

Amendments to the PayPal Cash Mastercard Cardholder Agreement
Effective May 17, 2022, we are:

  • Renaming the PayPal Cash Mastercard Cardholder Agreement to the PayPal Debit Mastercard Cardholder Agreement and updating all relevant references.
